Constitution and By-Laws

 

Preamble

 

We, the student volunteers of Lasallian Communications and Media Initiatives(Lasallecom) also known as Special Office of the President Support (Special OPS), inspired by the ideals and vision of St. John Baptist De La Salle, supportive of the Institution’s vision and mission “…to be a Sign of Faith as an excellent educational institution in Southern Tagalog, sharing in the Lasallian mission of teaching minds, touching hearts and transforming lives,” aims to provide voluntary and creative support for the Office of the President for activities toward greater service to the poor. These include conceptualization, planning, execution and evaluation of multi-media strategies, thereby developing Christian values, as well as talents and competencies in the field of multi-media, marketing and development communications as initiated by the Office of the President for Planning, Development and Alumni Linkages (OPPDAL).

Mission Statement

The Lasallecom seeks the holistic formation of the youth in the spirit of faith, service and communion through personal development and professional groundwork. The program supports the academe by the integration of theory into guided learning applications as well as enhancing student learning processes by providing an opportunity for volunteers to learn by doing.

Article I   

Name and Domicile

 

Section 1.      The organization shall be known as the Lasallian Communications and Media Initiatives (Lasallecom) a.k.a. special Office of the President Support (Special OPS).

 

Section 2.      The domicile of Lasallecom shall be the De La Salle Lipa campus, located at 1962 J.P. Laurel National Highway, Lipa City, Batangas.

 

Section 3.      The Lasallecom shall adopt the logo illustrated below and all formal correspondence and official documents shall bear the said logo.

 

 

 

 

 

 

Article II

 Membership

 

Section 1.      Any currently-enrolled college student in good standing of De La Salle Lipa may apply for membership in the Lasallecom.

a.       Candidates for membership shall accomplish and submit a member information sheet and current class schedule to any incumbent Lasallecom officer.

b.      Applications for membership will be decided upon by the Lasallecom's incumbent officers and the Adviser.

 

      Section 2.  Membership is renewable for one (1) school year following an evaluation process.

 

Article III

The Faculty Adviser

 

Section 1.      The Lasallecom and its membership shall be guided by a Adviser.

 

Section 2.      The appointment of the Adviser shall be dependent on the President of De La Salle Lipa.

 

Section 3.      The role of the Adviser shall be limited to the educational and personal accompaniment of the volunteers.

a.       To provide personal and professional guidance to the Lasallecom.

b.      To facilitate the Lasallecom officers' and members’ personal growth and maturity.

c.       To support and be consulted in Lasallecom plans and undertakings.

d.      To be present at the meetings of the Lasallecom.

e.       To monitor and give feedback to the officers’ and members’ performance and, when necessary, remind them of their duties and responsibilities.

 

Article IV    

The Nature and Functions of the LASALLECOM

 

Section 1.      Lasallecom, a creative team dedicated and committed to promoting spirit of volunteerism among Lasallian students.

 

Section 2.      Lasallecom shall also actively participate in the activities initiated by the Office of the President.

 

Section 3.      Lasallecom shall be involved with the following projects:

a.       Special Events Organizing e.g. Alumni-In-Residence Program, Alumni Homecoming, Donors Nights, Fundraising advocacy and information campaigns, etc.

b.      Multi/New Media Production e.g. on-line publications, powerpoint production, digital video and audio editing, etc.

c.       Print Media Design and Production e.g. posters, brochures, publications, etc.

 

Article V

Officers  

The Lasallecom membership shall elect the following officers:

 

Section 1.      Chair

a.       The Lasallecom Head shall be the chief executive officer of the Lasallecom.

b.      The Lasallecom Head shall preside over all Committee meetings unless authority has been duly delegated to another Lasallecom officer or member.

c.       The Lasallecom Head shall facilitate and bear responsibility for any and all activities conducted by the Lasallecom.

 

Section 2.      Co-Chair

a.       The Lasallecom Co-chair shall be the chief operating officer of the Lasallecom.

b.      The Lasallecom Co-chair shall preside over all Committee meetings in the absence of the chair unless authority has been duly delegated to him/her.

c.       The Lasallecom Co-chair shall facilitate and bear responsibility for any and all activities conducted by the Lasallecom in coordination with the chair.

 

Section 3.      Secretary

a.       The Secretary shall take custody of the records, files, and documents of the Lasallecom.

b.      The Secretary shall take and prepare the minutes of the organization’s meetings, prepare and issue written notices and official correspondence for any meetings and ensure that the person(s) concerned properly acknowledge(s) the said notice and/or correspondence, and issue official correspondence of the Lasallecom to various units and organizations, within and outside the school.

 

Section 4.      Treasurer

a.       The Treasurer shall be responsible for the administration of the Lasallecom’s financial affairs.

b.      The Treasurer shall be responsible for the implementation of all duly-authorized collections of fees, as well as disbursements and reimbursements of funds.

c.       The Treasurer shall keep an accurate record of accounts of the organization.

d.      The Treasurer shall prepare and certify as to the correctness of the Lasallecom 's financial reports.

 

 

 

Article VI                

Qualifications for Officership and Elections

 

Section 1.      Any Lasallecom member in good standing may be elected to an officership position provided that:

a.       The student must possess a good disciplinary record and have not committed any serious and/or grave offense.

b.      The student must not be under academic probation.

 

Section 2.      The Lasallecom elections shall be held every third week of February, except as provided in Article VII Sections 6 and 7.

 

Section 3.      The Adviser shall supervise the election proceedings, and except as specifically provided herein, shall formulate appropriate policies and guidelines to ensure the conduct of free and honest Lasallecom elections.

 

Section 4.      The elected Lasallecom officers may or may not hold other major positions in any other student organization(s) upon consultation with the adviser.

 

Section 5.      Subject to the provisions of Article VI Sections 6 and 7 below, the winner in an electoral contest shall be determined as follows:

a.       In an electoral contest with only two (2) contestants, the winner shall be the candidate who receives the majority of valid votes cast.

b.      In an electoral contest with more than two (2) contestants, the winner shall be the candidate who receives the plurality of valid votes cast.

 

Article VII             

Tenure and Vacancies

 

Section 1.      The term of office of all elected Lasallecom officers shall be two full semesters, after which a new set of officers shall be elected.

 

Section 2.      Any officer who intends to vacate his position shall proceed as follows:

a.       The said officer must submit a letter of resignation to the Secretary, noted by the Adviser.

b.      The other officers shall deliberate on the resigning officer’s letter and render a decision of acceptance or rejection.

c.       The Secretary will then notify the resigning officer, the Adviser and the President’s office of the officers' decision.

 

Section 3.      The resignation of an officer must be for a valid reason, with the validity thereof to be determined by the Adviser in consultation with the other officers.

 

Section 4.      An officer may be removed or suspended for any of the following reasons:

a.       A culpable violation of the Lasallecom Constitution and By-Laws;

b.      An unauthorized disbursement of funds;

c.       Offenses of stealing, forgery, tampering of official documents;

d.      Gross negligence of official duties and responsibilities;

e.       Three consecutive absences or a total of five accumulated absences from regular meetings without valid reason, with the validity thereof to be determined by the Organization’s By-Laws.

f.        Conduct unbecoming of an Lasallecom member;

g.       Commission of any serious and/or grave offenses as stipulated in the Student Handbook.

 

Section 5.      A disciplinary sanction imposed on a Lasallecom officer by the DLSL Discipline Office or any legitimate school authority shall extend to the student’s membership in the Lasallecom.

 

Section 6.      As with the other student volunteer groups at DLSL, the members of Lasallecom will adhere to the guidelines and policies stipulated in the DLSL students handbook and the rules and regulations for student volunteer groups set by Dean of Student Services.

 

Section 7.      In case of suspension, removal from office or resignation of an officer, the members shall conduct a special election for the vacated position within ten days.

 

Article VIII          

Activities and Finances

 

Section 1.      The Lasallecom shall formulate an annual calendar of activities which shall include the budgetary requirements for all activity expenditures.

 

Section 2.      Funds for Lasallecom operations shall be taken from the Office of the President for Planning, Development and Alumni Linkages and the Student Activities Depository Account administered by the SAO.

 

Section 3.      No actual disbursement of funds shall be made without the knowledge of the Lasallecom Chair, Co-chair, Treasurer and the Adviser.  All disbursement shall be made in accordance with the Institution’s policies and guidelines for disbursements from depository accounts, including the appropriate approvals.

 

Article IX                

Amendments and Revisions

 

Section 1.      Any amendments to, or revision of, the Lasallecom Constitution and By-Laws may be proposed by any Lasallecom member in good standing.

 

Section 2.      Any amendments to, or revision of, the Lasallecom Constitution and By-Laws shall be approved by, and become effective upon, a majority vote (50% + 1) of the entire Lasallecom membership.

 

Section 3.      Upon ratification of this Constitution and By-Laws, no amendments or revisions shall be made for a period of two (2) years, except under extraordinary circumstances as determined by the officers and/or the SAO which might merit amendment or revision.

 

Article X                   

Transitory Provisions

 

Section 1.      This Constitution & By-Laws shall be ratified in a plebiscite among the Lasallecom membership.  The said plebiscite shall be conducted in accordance with the provisions of Article VI above, as though a contest between “Approve” and “Reject.”

 

Section 2.      All existing Lasallecom resolutions, codes, rules for internal governance and policies not inconsistent with this Constitution and By-Laws shall remain operative until amended, repealed, or revoked.

 

Section 3.      The incumbent Lasallecom officers shall serve out their term in accordance with Article VII above.

 

Article XI

Separability Clause

 

If any provision of this document is declared invalid, the remainder thereof not affected thereby shall continue in full force and effect.

 

Article XII

Effectivity

 

This Constitution and By-Laws shall take immediate effect upon its ratification in a plebiscite as provided for in Article X above.
