Societas y Economia is the official organization of BS Economics students of De La Salle Lipa. The organization aims to inform the La Sallian community about latest economic issues, promote awareness and academic excellence through activities managed by the organization with the supervision of the
Council of Student Organization and the Students Activities Office.

SyE continues to be a learning organization as it intends to provide the students with practical knowledge about the field of economics, particularly as it applies to both enterprise and government agencies, inspired by the ideals of
St. John Baptist De La Salle.





MISSION

The Societas y Economia main goal is to touch the heart of every Economics student, to provide and inform the La Sallian community on the latest Economic issues that involves us and discuss the things about our economy.

           •To develop cooperation and consolidation among members.

           •To support the activities that would be organized by the Specialized Management and Economics             Department of the college.

HISTORY

SOCIETAS y ECONOMIA (SYE) was originally known as E.Con in 2000. It seeked to promote the value of Economics in daily life. Members of this organization are trained to analyzed economic situations and are encouraged to take an active stance in improving general economic conditions. Unluckily, E.Con did not last because of lack of guidance and cooperation with each other including the adviser plus the factor of few members. By 2003, Mrs. Rowena Alcoba, an Economics professor, suggested to build again an organization for the students of Economics since the population increased. Mrs.Alcoba became the first adviser of De La Salle Economics Society (DES). The society agreed that they will adopt the Constitution and By Laws and Objectives of E.Con but make their own Mission and Vision. The De La Salle Economics Society (DES) conducted activities such as exhibit, field trip and forum under her advising year. The La Sallian community recognized that there was an Economics course existing in the school. The La Sallian students was inform about the economic issues in the country and increased their awareness that Economics will always be part of daily lives. It's the time for the Economics students to boom.But despite the initiative of Mrs. Alcoba, she resigned as adviser. The Society needed to have a new adviser and there Ms. Baby Maricel Agonia came into the picture. With the guidance of Ms. Agonia paper works had been easy. But again, problems occur,the tandem with Ms. Agonia didn't work. She told the members that they need a new adviser to handle the advising task. Lack of time, cooperation and unity among the members, again became the dilemma of not having a successful organization. Mr. Mike Kasilag advised the organization to create a new name for the organization, Constitution, Mission and Vision for them to survive. Societas y Economia (SYE) is the new born organization of the Economics students in De La Salle Lipa. SYE continues to be a learning organization that intends to provide the students with practical knowledge about the field of economics, particularly as it applies to both enterprise and government agencies, inspired by the ideals of St. John De La Salle now under the guidance of the present Department Chair of Specialized Management and Economics Department, Ms. Cely T. Saludo

CONSTITUTION




PREAMBLE

We, the members of the organization, SYE (Societas y Economia), inspired by the ideals of St. John De La Salle, availing opportunities of ourselves in order to achieve growth and development of the organization, and to sustain camaraderie and cooperation among us, and to involve ourselves in different activities and programs to be launched by means of the Executive Council, hereby establish this constitution




ARTICLE I
NAME & MEMBERSHIP

The organization of students enrolled under the BS Economics course of De La Salle Lipa College shall be officially known as the
“Societas y Economia.”
All bonafide Economics students are automatically qualified as members of organization.




ARTICLE II
OBJECTIVES

           •To increase awareness about the economic issues and practices that would be beneficial for their chosen              profession.

           •To increase awareness of the student body about the existence of BS Economics in the De La Salle-Tertiary              School.

           •To develop cooperation and consolidation among members.

           •To support the activities that would be organized by the Specialized Management and Economics Department of              the college.

           •To promote academic excellence.




ARTICLE III
OFFICERS AND RESPONSIBILITIES

        Section 1
        The organization shall have the elective officers, namely: Chief Executive, External Affairs and Affiliations         Executive, Internal Affairs and Programs Executive and Finance and Budget Executive also known
        as Executive council.

        Section 2: Chief Executive
        It shall be the duty of the Chief Executive to call and preside over all the general assemblies and meetingsof the         organization, to signal resolutions and correspondence of the organization, to head the Executive Council, and to         unify and sustain the commitment of the members. It will also be the duty of the Chief Executive to give the final         decision regarding the plans of the organization.

        Section 3: External Affairs and Affiliations Executive
        It shall be the duty of External Affairs and Affiliations Executive to assist the Chief executive in ensuring         consolidation and dynamism of the organization, and shall be responsible for all matters pertaining to its         publicity,in coordination with other organizations, and be the representative of the organization in all meetings and         affairs launch by the Council of Students Organization and others as well. It will also be his duty to ensure the         strong affiliation of the organization with the outside affiliation.

       Section 4: Internal Affair and Programs Executive
       The Internal and Programs Executive shall keep all the records and minutes of the meetings, make semestral        reports regarding the performance and status of the organization check the attendance in all meetings, and to take        care of all the records of the organization.

       Section 5: Finance and Budget Executive
       The Finance and Budget Executive shall collect all fees and other money matters of the organization; act as        custodian of all funds, to make disbursement upon authorization of the body, and to make financial reports of the        organization.





ARTICLE IV
QUALIFICATIONS FOR OFFICERSHIP

       Section 1
       All the BS Economics students can seek position as officers of the Organization, “Societas y Economia.”

               1.1 Candidates presently enrolled under the BS Economics course in at least fifteen (15) units.



ARTICLE V
TENURE AND VACANCY

       Section 1
       The term of office of all elected officers shall be for the whole school year.

       Section 2
       Any officer who intends to vacate his/her position:

               2.1 Shall pass a written resignation to the Executive Committee, citing the reason/s.

               2.2 Shall have the deliberation of the final decision coming from the Executive Council.

               2.3 Shall notify the adviser about the decision to be given by the Chief Executive with signatures of the                       Executive councils.

       Section 3
       In cases of vacancy, the Executive Council shall have the Authority to appoint officers for the said vacancies.

       Section 4
       The Chief executive will give the final decision. If any objection, it must be made within 5 hours after the giving of        decision and must be in written form to be submitted to the adviser.



ARTICLE VI
SUSPENSION / REMOVAL FROM OFFICE


       Section 1
       An officer of the Societas y Economia may be suspended/ removed from the office based on the following grounds:

               1.1 culpable violations of this Constitution.

               1.2 Unauthorized disbursement of funds.

               1.3 Gross negligence of official duties and responsibilities with due regards to Article 3 hereof.

               1.4 Harassment with due regards to section 3 hereof:

                      1.4.1 Sexual

                      1.4.2 Verbal

       Section 2
       A sanction to an officer by the Disciplinary Board and authority related to student disciplinary cases shell extend to        officership.

       Section 3
       As stated in Section 1.3 and 1.4 about suspension/removal from office shall be deliberated.



ARTICLE VII
COUNCILS AND THEIR FUNCTIONS


       Section 1 The EXECUTIVE COUNCIL shall:

               1.1 Discuss and set goals for the school year.

               1.2 Plan activities that shall realize the objective of the organization.

               1.3 Interpret the policies of the organization.

       Section 2 The Committee on Publications
       Shall be responsible for the release of the regular issues of the organization’s newsletter.

       Section 3
       Members of each committee shall be appointed by the Executive Council.

       Section 4
       Each committee shall create its own rules and regulations, which shall take affect upon the approval of the        Executive Council.

       Section 5
       Project proposal of the organization must be signed by the Chief Executive for approval. If it is not sign by the Chief        Executive after five days prior to the presentation of the project it is approve unless he or she submitted a written        report.



ARTICLE VIII
MEETINGS


       Section 1
       The meeting of all regular members shall be known as general assembly and may be regular or special.

               1.1 The body upon the start of the semester shall decide the schedule for regular meetings.

               1.2 There shall be no transaction of business without the presence of the majority of the total number of                       present members.

       Section 2
       The Chief executive has the power to cancel meetings and postpone elections. This will take effect upon the        affirmation coming from the rest of the Executive council. There must be two out of three votes for the cancellation        to take effect. There will be no meeting if the Chief Executive and two out of three from the Executive Council.



ARTICLE IX
ELECTION AND APPOINTMENT


       Section 1
       The Chief executive has the right to call for an election after five months being elected. He can appoint anyone from        the Executive Council or from the members.

       Section 2
       Appointment of officer from the members must be two out of three votes for the replacement oh his or her position.

       Section 3
       Once the Chief Executive was elected, he or she can change each position, retain or reshuffle, without further        objection.

       Section 4
       The Chief Executive has the power to removed officers from their position but he or she should pass written report        stating the reasons behind removal to the adviser.



ARTICLE X
ADVISER


       Section 1
       The said organization shall have one adviser coming from the faculty of the Specialized Management and Economics
       Department.

       Section 2 Functions of the Adviser:

               2.1 to guide the organization towards achieving its pre-identified goals.

               2.2 To promote and protect the interest of the organization.

               2.3 To serve as a counselor and give advice to the members on matters related to the acts of the                       organization.



ARTICLE XI
EFFECTIVITY

       Section 1
       The Constitution and By-Laws shall take effect after ratification and approval from the Executive council.
